October 18th, 2007 wind storm in seattle brought 50mph wind out of the south and whipped up Puget Sound enough to actually produce some surfable waves.
Alki Beach faces north so it didn't have any wind at all, but around the corner of Alki Point where the shore faces south, there was a bunch of ankle biter dumpy waves that were coming on shore.
Surfable conditions only lasted for a few hours while the winds were howling, but some extremely short rides were possible.
Be careful case there are submerged rocks all over the place, so its best to bike past the point at low tide on a calm day to have a rough idea of what you'll be surfing on top of. And bring the crappiest board you've got, it'll get dings for sure.
