There are several breaks here depending on the tide.
The easiest is to walk down the sand road (heading towards the ocean) that goes past Russel's Restaurant, 500m down the road there is a public pathway that takes you down to the beach. Walk down onto the beach and then walk towards the point (you will see waves breaking).
There's a point break directly infront of the peninsula as well as a beach break 200m into the bay (breaking off a sandbar at low tide and a flat reef at high tide)

There is a lot of water that flows in and out of the bay and tide shifts quickly.
I spoke to people living there who said there wasn't any waves, but found waves right on our doorstep! As a result, I hadn't packed my board so I asked a local Dhow craftsman to make one - really good craftsmanship, and would recommend having a board shaped locally by Mussage see here: http://justinbeswick.co.za/2017/08/mussage-when-we-plant-the-tree/

Warm water with friendly Dhow and Dug-out fisherman that pass by with their daily route to go fishing.
I visited and noted this spot in August, when I stayed there for 3 weeks and saw waves for 90% on those days.

A fun wave if you're visiting Pemba. I wouldn't make a specific trip to Pemba for the surf, but if you're going to be there - pack your board.
